About this Project

Mhlanga Development Services (Pty) Ltd was appointed in a consortium with Civil Concepts, trading as the Civil Concepts Consortium, under the RFP issued by the Johannesburg Development Agency (JDA) for a consortium with expertise in transport planning, urban planning, traffic engineering and community participation to develop the Randburg Central Business District Transport Master Plan and Implementation Plan.

A project designed to deliver a comprehensive, medium- to long-term transport master plan for the Randburg CBD. The tender required a holistic assessment of existing transport conditions, future travel demand and land-use patterns, and the development of integrated transport strategies that support urban growth, improve mobility (including public transport and non-motorised modes), optimise traffic operations, and align with municipal spatial development objectives.

The resulting Master Plan guides infrastructure investment, land-use planning and phased implementation programmes, providing a structured framework for upgrading key corridors, enhancing accessibility, and enabling sustainable, high-impact transport interventions. In accordance with the tender requirements, Mhlanga Development Services (Pty) Ltd provided specialised town planning and urban development, architecture and urban design and strategic planning services within the consortium, contributing to the integration of transport planning, spatial planning, stakeholder engagement, and implementation planning to ensure an efficient, resilient and investment-aligned transport system for the Randburg CBD.
